Jack Ryan (Ford), ex dipendente della Cia, si trova in vacanza a Londra con moglie e figlia. Qui riesce a sventare per caso un attentato dell'Ira ai danni di Lord Holmes, consentendo l'arresto di uno dei terroristi, Sean Miller, e uccidendone il fratello. Miller riesce a evadere e da questo Ryan dovrà rispolverare le sue doti di agente per difendere se stesso e la famiglia.
