James Bond ha recuperato al Cairo un importante microfilm battendo sul tempo la spia sovietica Anya Armasova. Arriva la notizia della scomparsa di due sottomarini nucleari; Inghilterra e Urss lavorano insieme, visto che uno dei due sommergibili è sovietico. E così 007 si trova a lavorare proprio con Anya. Insieme scoprono che dietro la scomparsa c'è un armatore scandinavo, Stromberg; il suo obiettivo è di garantire all'umanità un futuro postnucleare sotto la superficie dei mari. Stromberg si è costruito una base sottomarina e vuole distruggere New York e Mosca.
