Domenico Malacarne è un commissario corrotto. Insieme al suo complice, l'agente Garrito, fa affari con una banda mafiosa dedita principalmente al contrabbando. Quando però il gruppo criminale gli chiede la copertura per il traffico d'armi, il commissario decide di cambiare atteggiamento e contrastare i malviventi. La vendetta della mafia non si fa attendere mentre il suo ex complice Garrito decide di eliminarlo per prendere il suo posto.
