In un futuro molto prossimo l'intera città di New York, ormai ingovernabile e preda di bande metropolitane di banditi, è trasformata in un'enorme prigione dalla quale nessuno può fuggire. Caso vuole però che l'aereo presidenziale, dirottato da un gruppo di terroristi, precipiti sulla città. Salvato da una speciale capsula, il primo cittadino d'America viene preso in ostaggio dalla banda del "Duca" che, in cambio, chiede la propria libertà. La polizia infiltra alloraJena Plinski che in sole 24 ore deve compiere la sua missione.
